  1. The Black Budget has been with us since the Cold War began, immediately after WW2. The bulk of the open-ended budget had been focused on research and development. The need and demands that now must include anything cyber related, in addition to conventional R&D projects, presents a reasonable requirement for budgeting that often will be approved without question. Flip side of that coin would be to gamble with national security. Who exactly oversees each line item, I have no clue, as I have never heard of a Black Budget Inspector General. If any other inspector general were to monitor, then secrecy, would be challenged and possibly compromised. We read reports daily of leaks, of one kind or another, and additional risk applied to much hard work of talented individuals in my opinion, could be worse, if meddled with.
    That’s my two cents.
